On 1 March 2010, the Plumbers and Drainers Board was replaced with the Plumbing Industry Council. The Plumbing Industry Council operates as an industry body, administered by the Queensland Government, working to protect public health and safety through Queensland's plumbing and drainage licensing system.
The Plumbing Industry Council will continue the important work of the former Plumbers and Drainers Board in investigating complaints about licensees and unlicensed work. Any decision made by the former Plumbers and Drainers Board is taken to be a decision made by the Plumbing Industry Council. Similarly, any legal action commenced or taken by the former Plumbers and Drainers Board will be continued by the Plumbing Industry Council.
Responsibilities
- investigating complaints relating to licensed and unlicensed work
- granting plumbing and drainage licences and endorsements on licences
- investigating alleged breaches by plumbers performing work that does not meet the relevant technical standards or is in breach of their licence
- disciplining licensees by issuing reprimands, cautions or an infringement notice, imposing conditions on their licence, suspending or cancelling their licence.

Dr Janet Cumming
Dr Janet Cumming is the Principal Environmental Health Scientist (Water) in the Environmental Health Branch of Queensland Health. Prior to joining Queensland Health in 2009, Janet was a Research Officer with the Smart Water Research Centre at Griffith University, and Entox, at University of Queensland, researching chemical risk assessment aspects of indirect potable reuse of reclaimed water. Janet was awarded the SETAC/Proctor and Gamble Fellowship for Doctoral Research in Environmental Science in 2005 and completed her PhD in environmental chemistry and toxicology in 2008.

Deborah Walker
Deborah Walker is the Director-Training of the Metropolitan Region, Department of Education and Training. Deborah has over 25 years experience in Queensland vocational, education and training system. She has held senior policy and service delivery positions within the apprenticeship and traineeship system, as well as TAFE Queensland.

Allan Hazell
Allan Hazell has 16 years experience in local government with 11 of those years as the manager of Plumbing Services. Mr Hazell served with Noosa Shire Council through to the amalgamation of the new Sunshine Coast Regional Council. Allan is a member of the Local Government Managers Association and the Backflow Association of Queensland. He spent eight years on the former Plumbing and Drainer's Board and is currently on the Local Government Association of Queensland. Allan's extensive experience includes the practical, technical, legislative and licensing aspects of the plumbing industry giving him invaluable knowledge and insight.

Brad O'Carroll
Brad O'Carroll is the State Secretary of the Plumbers Union Queensland. Brad has been active in the building and construction industry since he commenced his apprenticeship as a Plumber in 1988 and continued to work within the building and construction industry until he was appointed as the Training and Safety Organiser with the Plumbers Union in 1999 and then elected as the State Secretary in 2007.
Brad has been awarded the prestigious simPRO Industry Leadership Award by the Master Plumbers' Association of Queensland (MPAQ). The simPRO Industry Leadership Award is always highly sought after and recognises the achievements of outstanding leaders in the plumbing industry.
Brad is on the Executive of a number of industry Boards including the Plumbing Industry Council, Construction Training Centre (CTC), BERT Training Qld, the Building Employees Redundancy Trust (BERT), Construction Industry Protection Queensland (CIPQ) and OzHelp and is the Chair of Joint Industry Services Training (JIST) and the Services Industry Training Fund (STIF).

Brad Hodgkinson
Brad Hodgkinson has worked in Local Government for the past 19 years as a co-ordinator of plumbing services departments. Brad is a licensed plumber who holds qualifications in both management and construction hydraulics. His early working career included a four year plumbing apprenticeship at Walkers Limited in Maryborough and a further ten years working as a maintenance plumber/gasfitter in the sugar industry. Brad was appointed to the Building and Development Tribunals as a general referee in 2003 and has recently been reappointed for a third term with the Building and Development Disputes Resolution Committee. As a past President of the Institute of Plumbing Inspectors of Queensland, Brad has been responsible for co-ordinating state conferences and workshops that support government and industry participation. Brad is a deputy member on the Plumbing Industry Council and represents the Local Government Association of Queensland.

Tim Maloney
Tim Maloney is the Director for Industry Development within Skills Queensland, Department of Education and Training. Skills Queensland is about aligning the training system and workforce development strategies, with industry needs. The extensive Industry engagement activities which allow this form the key focus of this role. Another major responsibility relates to the policy and operational environment in which entry level training is undertaken, particularly apprenticeships and traineeships. Key emphasis here is upon ongoing apprenticeship system reforms, effective counter-cyclical strategies and co-operative and sustainable regulatory and service delivery models. Tim Maloney has extensive training system experience, with related backgrounds in research and industrial relations. He has also served as Queensland's Training Ombudsman.

Andrew Battersby
Andrew Battersby has worked as a plumber in the construction industry for 15 years. He is a long-term member of the Plumber's Union Queensland, and first became active in 2002. He now serves the Union as President and Chairman of the Union Committee. Andrew is enthusiastic about his involvement in the PIC. He hopes the PIC can continue to raise standards of workmanship and licensing compliance in the Queensland plumbing industry. Outside of plumbing, Andrew's interests include exercise, bicycles, motorcycles and good coffee. He lives in Highgate Hill with his partner, Elizabeth.

Dr Greg Jackson
Dr Jackson is the Director of the Water Quality Unit in the Environmental Health Branch of Queensland Health. He has previously worked in the Queensland Department of Natural Resources and Water as well as the Queensland EPA. He was the author of the Queensland Water Recycling Guidelines in 2005 and is the Queensland Health's representative for both the National Recycled Water and Drinking Water Regulator Forums. Before coming to Queensland he worked as an environmental scientist with Sydney Water Corporation. He also holds an adjunct appointment as Senior Lecturer in the School of Population Health at the University of Queensland.

Rob Brouwers
Rob Brouwers has been involved in the plumbing industry since 1977 and has been running his own business since 1990. After 13 years experience in general plumbing and drainage, Rob became certified in the installation, testing and certification of Backflow Prevention Devices and Thermostatic Mixing Valves. Mr Brouwers is Vice President of the Backflow Prevention Association of Queensland, is a deputy member of the Plumbing Industry Council and Junior Vice President of the Master Plumbers' Association of Queensland. Mr Brouwers has been involved in re-writing the process and procedures for testing Backflow Prevention Devices for the Australian Standards Committee.

Janet M Conrad AM
Janet Conrad AM joined the PIC (formerly Plumbers and Drainers board) in 2004 as the Consumer Representative and her achievements include serving as the Principal Landscape Architect at Conrad Gargett Architecture for thirty years, as well as performing a part time lecturer and tutor role at QIT and QUT. She has also been a member of various boards including, Faculty Academic Board, Faculty of Built Environment and Engineering for ten years, as the Deputy Chairman, Advisory Board, Queensland Conservatorium and the Surveyors Board Queensland. In addition, she was appointed the Australian President for Women Chiefs of Enterprises International and served as FCEM Ambassador for two years.

Glen Brumby
After his professional sports career Glen Brumby studied and taught law. He has worked in a large commercial law firm and has managed the Queensland Fire and Rescue Service Compliance and Prosecution Section. He has also managed some major Queensland Government projects such as the Budget Accommodation Project and the delivery of a range of new building codes such as the Water Savings Targets and Sustainable Buildings.
In leading Building Codes Queensland Division (BCQ) Glen's priority remains to provide excellent service to stakeholders, build collaborative relationships and harness industry expertise through the Building and Plumbing Consultative Groups.
As BCQ's Executive Director, Glen oversees integration of building policy into the Growth Management Queensland wider agenda, as well as building & plumbing policy and legislation, Dispute Resolution Committees, product model approvals and plumbing and pool safety licensing. Glen chairs the BCQ Consultative Groups, the Plumbing Industry and Pool Safety Councils and he is the Queensland member of the Australian Building Codes Board.

Chris Harris
Chris Harris is the newly appointed Registrar of the Plumbing Industry Council. He has extensive practical and policy experience in plumbing, building and local government matters and has worked in Local Government for the last thirteen years. Chris has a suite of relevant qualifications, including a Masters Degree in Construction Management, post-graduate qualifications and is also a licensed Queensland plumber.

Bill Watson
Bill Watson has run his own plumbing business 'Connectors the Plumbing People' since 1975 and has been a member of the Master Plumbers' Association of Queensland since 1977. Throughout this time Bill has trained and mentored over 20 apprentices. Bill has been a member of the Master Plumbers' Association of Queensland Council since 1979 and has been actively involved in the Plumbing Industry Council (formerly the Plumbers and Drainers Board) since 1985. He has represented the plumbing industry on training matters and also with Master Plumbers' nationally and internationally.
Bill is always keen to up skill and has completed his certificate IV in Training and Assessment. he currently teachers a variety of courses to plumbers including Thermostatic Mixing Valve, Backflow Prevention and the Solar and Heat Pump Installation Course through the Master Plumbers' Association of Queensland. Bill won the 2009 simPRO Industry Leadership Award presented at the Plumbing Industry Awards.
